DOWNIEVILLE, SIERRA COUNTY — November 7, 2026. Sierra County supervisors have supported a proposal that could allow the Downieville Fire Protection District to use qualified volunteer ambulance drivers who do not hold emergency medical technician certification. The goal is to protect around-the-clock service in an area with a small emergency-response workforce.

Why the district is seeking a change

The volunteer-based service averages about 200 ambulance calls a year. District leaders told county officials that a certified driver had been found for every call, but staffing the driving position in advance was often difficult. A driver exemption could allow a licensed and appropriately certified volunteer to operate the ambulance while a paramedic or other qualified medical attendant cares for a patient.

Not an automatic exemption

Supervisors expressed support at their November 3 meeting. That is not a blanket authorization for untrained people to drive ambulances. Each proposed driver must complete the applicable Department of Motor Vehicles process, including an ambulance driver certificate and other requirements. California Vehicle Code Section 12527 contains an exemption for qualifying volunteer services in smaller counties.

Next steps

The district is expected to identify individual volunteers and seek formal supporting documents from county and health authorities before state review. Residents should continue using 911 for emergencies, rather than treating the proposed staffing arrangement as a change in how to request care.
